Storm Shadow (who is NOT a member of GIJoe, by the way) is of Japanese descent but born in Sacremento, California and is therefore a U.S. citizen by birth. Most of his family remained in Japan, which is where he studied (by his Uncle) to be a Ninja.
Snake Eyes is Caucasion and also born in the U.S. Pre-GIJoe, Snake Eyes and Storm Shadow served together in Vietnam War. Post-War, his family (including SShadow's brother) was killed in a car accident. With no remaining family left, Snake Eyes travelled to Japan to meet up with Storm Shadow. There he was trained by SShadow's uncle as well.
So the cover has 1 Japanese Ninja who is not GIJOE... and another, who is is brother-in-arms, trained by his family.
